Yes, it was Sen. Sherman, brother of the General William Tecumseh Sherman. He was speaking in support of Lincoln's move to print paper "Greenbacks" to finance the war. Since the greenbacks were not directly redeemable in gold, their value moved up and down on the open (free) market depending on events and speculation.
